Ability to allow absolute weightings on relationship scorecards

Already available.  Requires conversion to Scorecards 2.0, which included this functionality specifically for Cisco when delivered in Summer.

Requires a mini-project and some change management to convert to the new .  Will have to work into a PMO quarterly iteration plan based on priority/urgency.

Please note that the workaround made available last spring was never implemented by GVS/CS as moving to the non-dynamic model had downstream implications in the CS org
