Add "Report Run Only" option to actions within Rules Engine

We are starting to use Bionic Rules to help generate reports in the S3 bucket that are otherwise cumbersome to create (i.e. multiple joins and formulas). When doing this, we need to create a 'dummy' action so that the rule can run. However, this opens up some risk in that the dummy action will actually update or create records. We would love to have an option to add an action that does nothing allowing us to run the rule without the risk of updates.
