Allow upgrades in Sandbox for early visibility for Release
As of now early visibility of new release is only possible into Production org. This does not help to judge whether our customization will work or not. Also we can't demo of new functionality to user groups.
Having ability of upgrading sandbox instances to newer release will help a lot for us.
