Anchoring the X/Y Reporting Access to Zero

I have a customer that would like to submit an enhancement to the report builder so we can choose how the X and Y axis are anchored.

Ideally it would be nice to be able to anchor the axis down to zero so the graphs show less drastic rises and falls when the differences between values is actually fairly minimal. I've included a screen shot to help show what we currently see.
