Batch processing topics

Hi all,

In an effort to straighten up our communities, we're looking into being able to manage a large number of topics at the same time. It's currently not very efficient to open each individual topic, when we could process duplicate and similar topics in batches. Specifically for the purpose of:

Removing the question mark
Locking topics
Add/remove mod tags
Add/remove public tags
