Every customer I have had, I have to go and create the report builder tab (instead of going via Admin > Report Builder). Is there a reason why this tab is not available OOB?
Can we please create the report builder tab out of the box?

+5Are all of these customers giving access to a large number of users? We had considered this an Admin focused capability - but perhaps you are seeing most customers want to allow more people to use Report Builder directly?
