Deleted Measures are still "Active"

I am creating this idea based on Gainsight ticket 96687.  Currently, when a Scorecard Measure is deleted, it is still considered “active” in reports and rules within Gainsight.  There are several active filters and all of them will return results for deleted measures.  Please fix this so that deleted measures are Inactive measures for accuracy in reporting and rules on current measures.
