Display secondary picklist values within the same field for separate R360 layouts

We'll need the ability to display different values on respective R360 layouts for the same field (similar functionality to different picklist values for different record types in native SFDC). The same field will need to be leveraged across different offers for reporting purposes.

using different fields all together today to provide options. want to standardize the fields in VALUE. can take 3 months to create picklist in SF, would prefer option w/i GS MDA.
