Email notification when a rule in a rule chain doesn't fire.

Posting on behalf of customer. Currenlty in a rule chain if a rule fires and fails, the dependent rules associated to that one will not run at all. In that instance you'll receive an email notification that the rule failed or partically failed if you have it setup like that. However you don't receive a notification if a dependent rule doesn't run. In the future it would be nice to include something like that.
