Enable ranking in report builder by percentage

Use case: While creating customer-facing usage reports, I am having to create numerous AO's segmented by the customer's license level: One AO for customers that license >20 seats, <10, etc. 

To get around this would be awesome to create one AO that just shows the top 20% active users, and bottom percentage as well.

      Hi Jackie, I am finding bit difficult to understand the use-case. Could you please add more description to this .

      Just to know, Are you taking about using ranking option using percentages like for example, top 10%(percentage) instead of top 10 records?

      Yes that is exactly what I am saying. I'd like to be able to use percentages for a ranking option and not just top 10 or bottom ten, for example.
