Expand options for S3 Job scheduler

Right now I can schedule jobs S3 jobs to run every day, every week, every month, on a specific day of the month, on a specific date of the month...

But we have some data loads that need to happen bi-weekly, and it's possible quarterly or  every other day.  I would like to see these options added.

I would shift to detection, but hesitant to do that in case there is an inadvertent file upload that happens off schedule (accidents happen) and also I would want notification if the file isn't uploaded on schedule.
