Global S3 Notification Options

I believe this request has come up for rules, but haven't seen it for S3. It would be helpful to have a global setting option for notifications on success/failure emails. Often times for bigger customers, there are 20+ S3 jobs that all have the same email addresses that need notifications. It would be easier to just change it in one place.
