Hover Help Text on Rule Filters

When creating Rules from MDA objects with multiple Lookups (ex. Scorecard 2.0 objects), it would be great if there was a hover help text to allow others viewing the rule to know what the filter is on.

The Show fields allow this and so does Reports. This however is lacking from the filters section.

      To add, currently in rule filters, if the Field name (along with join path) is long enough, user would be shown a cut off version or truncated version when reviewing setup from the UI. Hence the ask here.

      We are adding tooltip for set up filter criteria field for both custom and bionic rules in fall release.
