really would like same capability to link a case to a CTA like we do for opportunity?  since we cannot do this today.. what variable within the comments field may we use that will auto-populate the link to the case may we use for CTAs created by rules?

This is a known enhancement request. Case object doesn't have a "name field"... this is why we can't link them at this time. I have kicked this into an idea.
