Right now the load to person object using a csv is an insert, it would be nice have the option to update records as well.

We don't currently have any immediate plans to add this functionality in the CSV upload flow. We do have rules (and now also the SFDC connector) which would allow you to do this.
Is updating via CSV a common flow that you see?
