Move the "time granularity" configuration to Application Settings
Right now, the "time granularity" setup that determines the day of week a customer's week starts (usually Sunday or Monday) still resides in the "Usage Configuration" tab in Administration. This tab is rarely used anymore. Could we move this to Application Settings? Seems to make more sense and therefore more noticeable for admins.
