Require admin approval prior to publishing a Playbook

I have a client who would like to give multiple CSMs the ability to create Playbooks, but to allow for governance around Playbook publishing. They would like something similar to a KB article approval process, where the Playbook would be assigned to an admin for approval prior to the Playbook being published.

      We'd like to at least see a "Draft" and "Review" status so anyone can create a Playbook, but only Superusers can approve (admins, whoever).
