Run test rules in a separate queue than live rule runs

When running a test rule there should be no conflict with live production rule runs. I know we implemented prioritizing manual rule runs, but when they're manual and test runs shouldn't we be able to immediately execute the rule? I often have to wait 10-15 minutes for a rule chain to run just for me to test run a rule that isn't actually conflicting with anything else.
