Standard sections without config options should be global

Global sections for 360 config are nice.  It is a bit odd that sections like Scorecard or Cockpit, for which no configurations are possible, are considered Local sections instead of Global ones.

      Good point. Our thought process was to have certain global configurations so that an edit made at once place could apply to all the layouts where the global section was used. So we only have the configurable section as global ones. 

      But I see your point of view and showing non-configurable section under Global can be beneficial, especially to have an elegant migration if we ever introduce configuration to the sections like Scorecard or Cockpit in the future.
