Would be good when clicking on Rule Dependency to go to View mode (vs Edit mode)

When you go into GDM and look at Dependencies, clicking on a rule brings you to Edit mode.  Suggest bring to View mode instead since would expect primarily used for understanding and researching dependencies.  User could then click into Edit mode if they want to Edit.
